Mr. Stephen Hall has 32 years of project management, engineering, and satellite operations experience. His project and mission responsibilities have ranged from engineering analysis of on-orbit satellites to large-scale system design and implementation. Mr. Hall is currently a Project Manager (PM) within the Science Directorate at Langley Research Center, Hampton Virginia. Mr. Hall is assigned as the PM for the Tropospheric Emissions: Monitoring of Pollution (TEMPO) Project, a $200M effort to develop, integrate, and launch a flight-qualified Earth science instrument on a commercial, geostationary spacecraft. Prior to being selected for the TEMPO Mission, Mr. Hall was Deputy Project Manager (DPM) for the Clouds and Earth’s Radiant Energy System Flight Model 6 (CERES FM6), a $90M Project to integrate, test, and launch the CERES FM6 instrument on the Joint Polar Satellite System. Mr. Hall was also the DPM for the SAGE III mission, a $125M flight project which successfully integrated one of the first-ever NASA Earth science payloads on the International Space Station. Prior to being selected as a PM, Mr. Hall was a SAGE III Senior Systems Engineer, the Chief Engineer for the CHRONOS proposal team, and was the Mission Operations Manager for the planned multi-spacecraft CLARREO project.
Prior to joining NASA, Mr. Hall was a Space Operations Officer for 21 years in the U.S. Air Force. Mr. Hall held numerous positions directing and performing satellite operations, project management, as well as satellite systems engineering. Mr. Hall began his career as a satellite operator and engineer responsible for the execution of early orbit operations of GPS satellites. Mr. Hall was later responsible for the design and acquisition of a ground-based satellite laser calibration facility and then worked on the development of a next generation space instruments and associated ground systems for specialized measurement and signatures sensor suites. Mr. Hall was next selected to command a remote satellite operations detachment where he was responsible for the oversight of the entire $270M mission; including personnel and budget administration, satellite sensor analysis and reporting, as well as for the installation and test of a completely new ground system. After 9-11, Mr. Hall worked multiple Homeland Defense projects; including inter-agency coordination, sensor system development and integration, and leadership of deployable technical advisory teams. Mr. Hall earned a BS in Electrical Engineering from Grove City College and a MS degree in Operations Research-Space Operations from the Air Force Institute of Technology.
